The first flying spells were not invited until 1997, by Lord Voldemort (and a year later by Severus Snape). This spell takes a very high level of discipline and focus, that most witches and wizards do not have. And until 1997, only Animagi who could shift into a winged beast could enjoy flying through the skies without a broom. Making the broom one of Wizardkind's greatest inventions, that has lasted through the ages.
