A book for all those who are interested in learning more about the world behind international wizarding collaborations, magical governments around the globe, relations between magical schools, the International Confederation of Wizards, different wizarding cultures and more. NOTE: This is a revised, more detailed edition. The first edition was incomplete. Also, some of this isn't canon, as you can imagine. There isn't much detail in canon about the international wizarding community, so I used real world history with a bit of an imaginative twist to write some of what's here. Enjoy.

Chapter 1: Intergovernment of the Wizarding World

Chapter 1

Overview


The first thing all witches and wizards ought to know about the Wizarding World is that it, too, has a governing body: The International Confederation of Wizards (colloquially known as the International Confederation of Warlocks and abbreviated as the ICW).


This establishment is equivalent to the Muggle-United Nations; it is a body that brings together witches and wizards from all around the globe, united in one objective: upholding the Statute of Secrecy.


The ICW is headed by the Supreme Mugwump, who is elected by the Wizards' Assembly. Before this sort of election was introduced by Supreme Mugwump Vicencia Santos due to the events preceding her election, the Supreme Mugwump was elected by popular vote and sometimes, when one was found, by a Qilin.


The first Supreme Mugwump was the French-born wizard, Pierre Bonaccord. On the very first meeting of the confederation members, he proposed a bill which bans the hunting of trolls worldwide; however, Liechtenstein protested as its magical community was having trouble with a tribe of vicious Mountain Trolls, and therefore contested Bonaccord's appointment and refused to join the International Confederation.


In 1692, the Confederation instituted the International Statute of Wizarding Secrecy to hide the wizarding world from the Muggle world. After weeks of discussion, they decided on how the wizarding world would retreat into hiding, including the covering up of various magical beasts and eliminating them from Muggle consciousness. To this day, the Confederation's primary objective is keeping the international wizarding community secret


In 1750, the Confederation added Clause 73 to the International Statue of Wizarding Secrecy that detailed each wizarding governing body's responsibilities for concealment and possible disciplinary action for any breaches. An unfortunate event happened in the eighteenth century, after Dorcus Twelvetrees revealed the locations of the MACUSA headquarters and Ilvermorny to Bartholomew Barebone, a descendant of a Scourer, and almost exposed the wizarding world.


MACUSA faced a "humiliating" censure by the International Confederation of Wizards. President Rappaport (the then-president of MACUSA) was required to testify before the ICW at a public inquiry, and admitted to them that she could not be certain that all No-Majs (American for 'Muggles') exposed to the leaked information had been Obliviated.


The ICW called an emergency meeting in 1926, following America's magical disturbances which were once again on the brink of exposing the Wizarding World. It had been decided to send a delegation to New York, and shortly after it arrived, it was discovered that Gellert Grindelwald - the infamous dark wizard - had been the one behind the disturbances, trying to recruit a rare Obscurus, Credence Barebone, to his cause.


The International Confederation of Wizards enjoyed a peaceful period between the fall of Grindelwald and the First Wizarding War, initiated by the dark wizard known as Lord Voldemort. Albus Dumbledore, widely regarded as the world's most powerful wizard since Merlin and the only one Voldemort ever feared, had been elected Supreme Mugwump of the ICW during that time. The entire global magical community had rejoiced after Lord Voldemort's downfall, and held a special banquet with all wizarding heads of government and delegates to the ICW in honour of that victory. 


The Confederation continues to convene once every year to discuss agendas with all the delegates and leaders of the host country present, quite similarly to the United Nation's General Assembly annual convention.


The current Supreme Mugwump is Babajide Akingbade, who had succeeded Albus Dumbeldore following his deposition in 1995 (Dumbledore was later offered the office again, though he declined). During his term, Supreme Mugwump Akingbade passed new reforms relating to common prejudiced attitudes against Muggle-born members of the wizarding community, which he has been working to alleviate.


 


Structure


As mentioned, the ICW is headed by the Supreme Mugwump, who is elected every 7 years, with no term limits. The SM is followed in the hierarchy by two Deputy Mugwumps, who oversee the routine administrative activities of the organization. 


The ICW employs many organs and departments to ensure its effectiveness, chief among them are the High Offices, each headed by a High Director.


Those include the Educational Office, which supervises educational standards for the registered wizarding schools and provides guidelines for the lesser schools as well as homeschooled witches and wizards;


the Security Office (formerly known as the International Wizarding Police, or IWP) which ensures the security of the global wizarding community and the maintenance of the Statute of Secrecy, via the Incarceration Authority, Department of Aurors and other bodies;


the Diplomatic Office, which oversees international conventions and events, as well as cooperation between magical communities worldwide, including sports events such as the Quidditch World Cup through the Quidditch Committee;


the Magical Fauna and Flora Administration, which oversees the protection of magical beasts and plants, keeping them away from Muggle eyes, regulating their use and researching them.


The many other bodies of the ICW operate under the jurisdiction of these four high offices.


The Supreme Mugwump, Deputy Mugwumps and the High Directors all make up the High Council of the ICW, which is the governing body of the organization, and is headquartered in the Magisterial Chamber of Ancient Wizardry atop The Eyrie in the Kingdom of Bhutan.
