Basically, the point of this chapter is to understand what exactly transfiguration is. Magic is everywhere. You just need to reach out to it. Transfiguration is reaching out to that magic. If someone in the room next door, for example has a book then you can make it appear in front you. You can make a cube into a sphere. You can make the hands of the clocks longer or fatter or whatever you want. You can change your blue eyes to green. 

However making something appear in front of you is conjuring, and conjuring is very heavily governed. It is important for the authorities to know that you are not conjuring something illegal into the area you live in.
