Josiah Jackson (c. 1693; 1st President of MACUSA) was an American wizard who served as the first President of the Magical Congress of the United States of America. Described as “warlike,” Jackson was elected into office by his fellow representatives in 1693, as he was considered tough enough to deal with the troubles wizarding America faced in the wake of the Salem Witch Trials. His top priority after taking office was the recruitment of new Aurors.

Charity Wilkinson (3rd President of MACUSA, c.1693) was an American witch and one of the two survivors of the original twelve Aurors in the country. She was also the third President of the Magical Congress of the United States of America.

Thornton Harkaway (1760) was an American wizard and the President of the Magical Congress of the United States of America. He opted to have the headquarters for the Magical Congress of the United States of America moved to his hometown of Williamsburg, Virginia in 1760. He was described as flamboyant. He bred Crups and unfortunately his pack savagely attacked several No-Majs, who afterwards were only able to bark for a period of 48 hours. This breach of the Statute of Secrecy led to him leaving office in disgrace. It may not be a coincidence that the first dedicated psychiatric hospital was established in Williamsburg as odd sightings the Harkaway residence might account for many No-Majs who were admitted, but who were actually sane.

Able Fleming was an American wizard who was President in the 1770s. He had the MACUSA moved to his hometown of Baltimore, Maryland. However, the outbreak of the Revolutionary War and the arrival of the No-Maj Congress made MACUSA move to Washington.

Elizabeth McGilliguddy was an American witch who was President of the Magical Congress of the United States of America. Elizabeth was President by 1777, when she presided over the infamous Country or Kind? debate. She had the Great Meeting Chamber at MACUSA headquarters in Washington expanded to fit the many witches and wizards from America who wanted to attend. The debate was held to reach an agreement on whether or not to intervene in the Revolutionary War being waged by the No-Maj community. They discussed whether to join them or whether they should not intervene as it was simply not their fight. When they could not reach a consensus, Elizabeth sought the advice of the Ministry of Magic to find out whether they were planning to intervene. They replied with a simple four word message stating “Sitting this one out”. Elizabeth sent an even shorter reply back, stating “Mind you do.” Neither MACUSA or the Ministry of Magic intervened in the war.

Emily Rappaport (c. 1790; 15th President of the MACUSA) was an American witch who served as President of the Magical Congress of the United States of America in the late 18th century. In 1790, Rappaport enacted Rappaport’s Law, which created total segregation between the magic and non-magic communities in the United States by banning wizards and witches from marrying or befriending No-Majs, restricting them to interactions “necessary to perform daily activities.”

President Seraphina Picquery (fl. 1903 – 1928) was an American witch born in Savannah, who served as the President of the Magical Congress of the United States of America between 1920 and 1928. She allowed wizarding consumption of alcohol during her mandate, saying that life as a wizard of the time was hard enough without banning booze. She famously stated to her Chief of Staff that “The Gigglewater is non-negotiable”. Picquery was described as a formidable and charismatic woman. Most people were not happy to cross her. She was rarely light-hearted.
