Are "Dark" and "Evil" the same, or are they just the expectations of society?

A Brief History
Chapter 2
The struggle between Light and Dark has been around since the very beginnings of magic, and generally there is a dominant side in each civilization. The Ancient Greeks and the Aztecs were predominantly Dark; the ancient Mesopotamians and Ancient Egyptians were predominantly Light. Only a few times in history, such as the Olmecs and the Romans, have there been a balance, or what is generally called “Grey” magic.
However, looking back, would you have called any of them particularly ‘evil’? The Ancient Egyptians and the Aztecs both had human sacrifices for many spells (in the guise of offerings to the gods), but they were opposite branches.
Modern day Britain is in a predominantly light era. However, Britain is special; it changes much more often than normal civilizations, sometimes it will flip from Light to Dark and vice versa within the same century! For example, during the beginning of the 19th Century, Britain was essentially Light; then, at the fall of the century, it seemed to lean more towards Dark Magic. However, after the fall of the Dark Lord Grindelwald in the 40s, Great Britain turned once again to Light magic.
However, that is not to say the rest of the world is the same. In fact, the Wizarding World has a very diverse spread of Light/Dark Magic. The United States, a relatively new country (when compared to England, China, India etc.) has always been solidly Grey, an astounding anomaly. Modern Japan is predominantly Dark, while modern India is predominantly Light.*
There is no foolproof way to predict when a civilization will swing from one way to another; it simply happens, with little to no warning. Often it will happen after a war, but as seen after the recent war against the Dark Lord Voldemort, and the not as recent war waged against Prince Sergei Petrikov in Russia, this hypothesis was proved not very reliable. Additionally, sometimes it may come with no warning at all; In the early 20s, Canada went from Dark to Light with seemingly no trigger.
