The ability to speak to snakes (Parseltongue) is very rare in the Harry Potter universe. Not only is it generally only passed down through genetics, you cannot learn Parseltongue. Therefore, if you aren't related to the Gaunt family (and very few wizards and witches are) it's pretty much impossible for you to have this trait.
