Vampires must be invited into a building before they can enter. To become a vampire, simply be bitten by one. Apollo cursed Ambrogio to be burned when exposed to the sun & Ambrogio made a deal with Hades. Artemis gave him fangs & speed to hunt. Ambrogio then bit her neck in order to make her immortal. Ambrogio formed the first vampire clan, which eventually created many Clan Wars afterwards.

Muggles do not have any magical ability to defend themselves. Magical governments stepped in to control the situation, but the Great New England Vampire Panic overtook them. People joined together at the cemetery for a vampire hunt with fire, weapons, crucifixes, & holy water, decapitate the body, & burn the bones. Turns out, tuberculosis was the cause of most of those deaths. Vampires were then classified as beings.
