New laws have been released by the Ministry of Magic that are saying people who own large magical creatures need to have a permit. The law before stated you only needed to have a permit if you lived near muggles. But now you must have permits for magical creatures even if you do not live near muggles. This only includes large muggle creatures like a hippogriff. This is for the creature's safety.
