The Decree for the Reasonable Restriction of Underage Sorcery applies to anyone younger than 17. It was established in 1875. This means when you are outside of school you cannot practice magic. However, magic is allowed when the witch or wizard is in peril. The downside to this is The Ministry of Magic is not able to tell who cast the spell.

Before the modern wand was made they generally consisted of a stick and magical item and a metal rod. Hippogriff feather, crystal, and lead could be used.

The wand lighting charm creates light at the tip of your wand. It is very easy. The spell was first used in the 18th century possibly by Levina Monkstanley who was a Ministry worker. The incantation is Lumos (LOO-mos). You use a counter-clockwise loop. You want the color to be yellow. White is not strong enough while red is too strong.

The wand extinguishing charm clears the light at the tip of your wand. The incantation is Nox (NOCK-ss) and the movement is a flick.
