A Muggle-born is not a thief. During 1989 when the evil he-who-must-not-be-named ruled the ministry there were Muggle-born trials. In these trials Muggle-borns would be falsely accused of stealing other wizards wands. (see how a Muggle born is born into a Muggle family on chapter 2)
