In my opinion I think the age range should be lowered.Many people's IP Adress are banned permanently for underage use.Now please do feel free to owl me story after the article. Many students here at hih say the age limit set is unfair. In my opinion it should be lowerd by 10+ instead of 13+ I know I will probably get in some trouble because of this article but I'm taking the risk.There are mature kids not all are spammers and cappers yes i know i've spammed plenty but for perfectly ok reasons.
