Why didn't the basilisk fang kill harry?


I have been informed that it was the tears of Fawkes that saved him... but that answer doesn't quite sit right with me. If phoenix tears really are so powerful, why wouldn't people collect them, or harvest them? If such a thing could save me from something as deadly as basilisk venom, I would keep a bottle of life-saving phoenix tears on me at all times.
