Ah the cards, an ideal piece of paper for most things. Good things and bad thngs could happen.
1) If they just read the cards they'd probably sound like people from the Capitol.
2) Peeta wouldn't donate half of his winnings to Rue and Thresh's families.
3) Maybe the man who started doing the three-finger salute wouldn't have to die. He didn't need to be killed.
