Ancient Greece
The ancient Greeks deemed magical abilities to be a gift from the gods. The Greeks also condemned the gods for natural catastrophes. At the time, magic was just a tool in order to get what you desired most. Magical people were often selfish with greed. In the Third Sacred War, Phillip II of Macedonia saw military of the Persian's & their plan to attack by concealment magic. He used this knowledge to make his own army stronger with magical tactics. By 145 BCE, Rome defeated Macedonia & Greece.
Ancient Rome
Magic in Rome were not noticed by the Muggles. Muggles were told that magic was a myth or it was the gods. In 451 BCE, magic was limited by Roman law. It was then illegal to use love or poison concoctions & incantations. In due course, Roman magical people were banned from the region. Some were tempted to provoke the Muggles to put them where they belonged; below the rank of wizards & witches. Muggles & magical people both started to learn Latin.

⊱ When Phillip II passed away in 336 BCE, Sparta & Byzantium were the only colonies left with freedom from Macedonian law.
⊱ Greece became the Mediterranean after Rome defeated Macedonia.
⊱ We do not know if Romulus' love potion was powerful.
⊱ The Consilium Imperii Magi was created in 132 CE in Rome.
