As you know, Death Eaters cannot cast patronuses, they have no happy memories. Yea, except Snape because he loved Lily. Anyways, Umbridge was able to cast a patronus spell! (Hp and the Deathly Hallows pt.1) And she did it when? When did her patronus shine the brightest? When she was just killing Muggleborn witches and wizards! Not like Avada Kedavra killing, but you can imagine what happened to those Muggleborns who were in the Ministry and couldn't prove that you have a witch or wizard relative.... So Umbridge was really evil while her patronus was very strong, even Bellatrix could never cast this spell after torturing (I'm sure she never tried it but still she couldn't do that for sure)
