Do you remember all of those decrees from the Order of the Phoenix? They were a bunch of stupid rules Umbridge put up to her satisfaction! She made them all to be horrible to her students! That is so horrible! A lot of them were just ridiculous! She was adding so many horrible rules, and basically torturing Hogwarts students! That is the third reason why Dolores Umbridge is the worst villain.
