Does anyone know that Merpeople and Centaurs who are very intelligent and capable of human speech are classified as Beasts by the Ministry of Magic? Why are they classified so? We should ask them if they want to be classified as Beings, and if they don't want to be classified as Beings, why don't they want Being classification? And then we should fix that problem so that they can be classified as Beings. Who even classified them as Beasts in the first place? Is it because Merpeople can only speak English underwater? Is it because Centaurs can be hostile? We need to re-classify them!
